I also wanted to know what is the benefits to going from 10 to 9 frames. Can it be done with 10 frames on two bottom deeps and then put 9 in the medium super.

I believe that when people talk about using 9 frames in a 10 frame box, they are referring ONLY to the supers. The benefits is that the bees may draw out the comb more. This helps with decapping the frames. I have seen tools that help to evenly space the frames in the catalogs. I have also seen frame rest which notch in 9 spots for frames. I have never used either. I can imagine that the frame rest idea could be a pain with propolis.
